    not really, having less slots would be stupid, 18 is the lowest you'd want to go tbh, having less slots would mean stupid gameplay, a need for tiny ass maps, and people not liking the game.

    Gameservers: Well we could have a low amount of player slots so people have to buy more servers for space OR we can supply big servers people like

    Activision: Small servers. We'll make more money

    A few hours later

    Gameservers office: Sir theres people protesting for bigger servers ouside.

    Boss: Shoot em

    Office: This isnt america

    Boss: Aww crud. Tell them anyone who doesnt go home gets IP blocked.

    a few minutes later

    max. all servers have been limited to 18 max clients. im surprised you didnt see people moaning since treyarch announced it XD

    as for Rcon i believe COD Rcon Tool would work. it worked for MW2 aswell.
    just have to set an rcon password and ip and off you go =P

    well our black ops server will only be 18 slots, just same as most others i assume , so some ppl will be dissapointed ,if they cant get in right away.., dont know how were gonna rcon admin it yet ,lol...so here we are onlt 10hours away to the possible demise of cod4?...

    my local gamestation opens at 23.00hrs ,but say they cant sell game till after midnight.. but they have goodybags to give away to those who preordered and turn up!!
